Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. temple thefts By Dheeraj Fartode Even abode of God is not safe when it comes to thefts. About 115 cases of theft were reported from places of worships in city during last three-years. Although top brass has not classified thefts as per places of worship of different religion but Joint Commissioner of Police, Anup Kumar Singh, said, temples might be figuring in maximum numbers. Analysing the crime figures for last few years it is clear that during 2012 and 2013 there was spate of incidents of strikes by thieves at places of worship. Zone-4: Classical policing, maximum detection

By Dheeraj Fartode DCP Zone IV Ishu Sindhu joined in August, taking over reins from DCP Chandra Kishore Mina. The cops stuck to basic policing in a bid to tackle the rising crime graph, a trend common in Urban areas. The Zone recorded 31 cases of murder in year 2012, and in 2013 there were 29 cases while detection was of 28 cases. The Zone have also observed declining trend in attempt to murder cases i.e. 35 in year 2013 to 27 in year 2014.  When one went into reason it was learnt that maximum preventive actions were taken by DCP Mina and later carried on by Sindhu in the Zone. The Zone invoked MCOCA in one cases, detention of five under MPDA and 26 externment against goons. This had the desired effect and immediately reflected in crime graph. Zone-3: Murders shows marked increase in Kalamna, Yashodhara

By Dheeraj Fartode DCP NIrmala Devi Among the four Zones, Zone-III crime graph was lowest. In 2013, the Zone registered 754 serious crimes and the figure rose to 875 in Year 2014. Zone III reported maximum cases of murders in the city i.e. 32 in Year 2014. Kalamna and Yashodhara Nagar police registered eight murders cases each in Year 2014 followed by five each in Kotwali and Ganeshpeth, four in Lakadganj and two in Tehsil police stations jurisdictions. Kalamna and Lakadganj police stations had reported 12 murders and nine murders in year 2013 respectively. This Zone is most troublesome for city police as it is well known to have maximum concentration of big time criminals. Also the areas has concentration of big markets where daily transactions of huge value takes place. Zone-2 : Thefts cases reduce, serious crime increases worry

By Dheeraj Fartode DCP Zone II Sanjay Latkar who took over reins in August and before that DCP Shantaram Waghmare maintained a tight vigil in the Zone in year 2014.  DCP Sanjay Latkar The DCP’s  succeeded in reducing thefts cases. However, there is slight increase in cases of murder, attempt to murder, dacoity and also in crime against women. The Zone covers police stations viz Panchpaoli, Jaripatka, Koradi, Sadar and Gittikhadan, and they registered 1018 crime cases in Class I-V, an increase of 65 cases as pervious year the figure was 953 cases. The Zone have however fared better on detection front as they cracked 453 cases in year 2014, a jump of 15% compared to previous year. By Dheeraj Fartode The performance if analysed zone wise reveals that Zone-I report card was not that significant. Deputy Commissioner of Police (DCP) Abhinash Kumar was heading the Zone before he was transferred to Zone-III of Nagpur Police Commissionerate. Comparatively other zones which functioned sans any limelight managed good rate on detection front as also on preventive action. Zone-I covers police stations viz. By Dheeraj Fartode Already under fire for steady decline in conviction rate last year, detection rate too has lagged in Nagpur Police Commissionerate. The record compiled by cops indicates a jump of 5% in crime rate while the corresponding detection rate increased by just 1%. In 2014, 8817 cases were registered as against 8366 in year 2013. Glancing through the record sheet it appears that there is a spurt in serious crimes viz. murder, dacoity, chain snatching, cheating. For top brass of police machinery in second capital of State, time has come to pull-up its socks and the force need to tightening the grip on criminals. This is different from total tariff hike and its overall impact will not be very significant. Reporting 29,300 crime cases in 2014, the Range -- including Nagpur Rural, Wardha, Bhandara and Chandrapur districts -- have recorded 100% detection in rape and molestation cases. Conviction rate improves in Nagpur city

Though the State’s conviction rate has been a cause of concern for the Government, Nagpur City Police’s record on this count has come as a breather for it. Compared to the conviction rate of 14 per cent for previous year, the City Police has registered conviction in 26 per cent in six months of current year. Conviction rate is number of cases per hundred in which court has held the accused guilty and awarded punishment. Maharashtra’s conviction rate has been a dismal single-digit for past some years. In 2012, it was 9.4 per cent only. This has prompted the State Government to initiate measures to increase conviction rate. STBs show the real picture: MSOs evaded Rs 18 cr duty each year

In A bid to evade entertainment duty the MSOs misguided the district administration on the number of cable connections which cost the state exchequer a whopping loss of over Rs 18 crore as Entertainment Duty (ED) per year. After the STBs were made compulsory from April 1 the real picture has started coming to fore. The MSOs had put their cable connection strength to 88,637 in Nagpur city that has 5.32 households. However, data collected from Nagpur Divisional Commissionerate states that 4.34 lakh STBs have been installed in the Second Capital till date.
