Sitting amid the blackened remains of his home, 32-year-old Nikesh Gawali carefully broke open a half-melted plastic box with a screwdriver. His hands shook slightly, not out of fear, but out of hope. “I’m trying to find my daughter Aarti’s gold earrings,” he said quietly, still focused on the box. “She’s just five. I got them made recently after months of labour work.” The plastic box, warped and blackened by heat, was one of the few things left from his two-room house on the outskirts of Dhamangaon village . All around him lay ash, broken tin sheets and charred wooden beams. The walls had cracked under the heat and the front room’s tin roof had caved in completely. The transfers and promotions of more than 70 senior Police officers in Maharahstra, due on May 31 as per annual calendar, are now likely to take place only in the second week of June, thanks to various factors including the purposeful red-tape that operates in the highest quarters in the Home Department.‘The Hitavada’ has learnt from reliable sources that the files regarding transfers and promotions have reached the offices of the Home Minister and thence of the Chief Minister and are pending clearance.
Though these highly placed sources refused to reveal the reasons for the delay, ‘The Hitavada’ has learnt reliably that extra-professional considerations have weighed more than administrative ones. Some sources also did not rule out ‘political’ considerations, thanks to pressures from interested parties or persons in high places.
Included in the list of delayed transfers and promotions are 5-6 officers who are slated to be elevated to the rank of Additional Directors General (ADG) of Police; 8-10 officers slated to rise to the positions of Special Inspectors General (SIG) of Police; and about 12 officers waiting for promotions as Deputy Inspectors General (DIG) of Police, it is learnt.
This delay is not a new phenomenon in the State, however. Such delays have taken place on quite a few times in the past some years, highly placed anonymous sources have revealed. Most such delays can be attributed to political pressures. This year’s delay can be attributed to ensuing elections to Maharashtra Legislative Assembly as well as Lok Sabha due next year. ‘The Hitavada’ has learnt that attempts of Police top brass to avoid delays were frustrated by political pressure groups in the past few weeks.
