The officer is accused of abusive and degrading behaviour, particularly targeting accused in Protection of Children from Sexual Offences (POCSO) Act. Sources claim that the senior officer arrives at the police station and calls the accused into a separate room, where the officer not only hurls abuse at the accused but also spits at their face. Later, the officer allegedly kicks the accused in the private parts. In some incidents, when a couple approached a police station in Nagpur to file a complaint following a domestic dispute, the police sent a proposal for preventive action to the officer. However, instead of handling the matter professionally, the officer allegedly made the man sit down, then kicked him in the private parts and leave him in pain and humiliation. About 28 State Police Service (SPS) officers were granted Indian Police Service (IPS) cadre on Monday. At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State.
The Department of Personnel and Training (DoPT), Government of India, approved the promotion and Ministry of Home Affairs (MHA), issued the notification of 28 state police officers into IPS cadre.
Maharashtra Government had earlier empanelled the 28 officers for promotion of SPS officers into IPS and criteria was they should have served for atleast eight years as Superintendent of Police (SP) or Deputy Commissioner of Police (DCP). The list includes names of officers belonging to Deputy Superintendent of Police (Dy.SP) batches between 1988 and 1995, who were promoted to the IPS cadre. The officers are S V Jadhav, B G Shekhar, S G Dabhade, Dilip Raghunath Sawant, Anil Kumbhare, S H Patil, B G Gaikar, Sunil Fulari, Sanjay Vilas Mohite, P R Budhvant, A B Rokde, J Supekar, R I Pokale, A V Mandya, Dattatray Karale, Nisar Tamboli, Supriya Patil Yadav, Navinchandra Reddy, Sanjay Bawiskar and Pravin Pawar
In the winter session of Maharashtra State Assembly, NCP MLA Jitendra Awadh raised the issue of delay in promotion of SPS to IPS cadre. Home Minister R R Patil then assured the procedure would be completed at earliest.
