Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. Other notable contenders include Thane CP Jaijeet Singh, DG ATS Sadanand Date, DG Police Housing Sandeep Bishnoi, DG Railway Pradnya Sarvade, Additional Director of NIA Atulchandra Kulkarni, and DG State Security Corporation Bipin Kumar Singh, he said. Nagpur Range Police have recorded 77% detection rate in 2014, which is a drop of two per cent as compared to 2013. Reporting 29,300 crime cases in 2014, the Range -- including Nagpur Rural, Wardha, Bhandara and Chandrapur districts -- have recorded 100% detection in rape and molestation cases. However in property crimes the detection is below 40% which is a cause of concerns.
Under major crime cases head, 175 murders were reported in the Range of which 162 were detected i.e. a 93% rate of detection. However there is sharp rise in numbers of attempt to murder cases which zoomed to 177 in 2014 as compared to 117 cases in 2013.
In 2014, 254 rape cases were reported which is 22 less that last year's 276 cases. In contrast, the Range have recorded increase in molestation cases which were 675 in year 2014, about 46 more than 2013 record. 
Special Inspector General of Police (Nagpur Range) Ravindra Kadam said the 2% drop in detection rate is marginal but still Range police will focus on heads where the breakthrough is not that significant. The undetected cases would be detected in a month, he further said. 

Chandrapur District : recorded 81% detection rate

Chandrapur district have topped the tally of detection rate with an impressive 81% breakthrough in 2014 which is still one per cent low than year 2013. The district have reported 6758 cases in 2014 which is 16% more than figure of 2013 i.e. 5550. The district under Superintendent of Police Rajeev Jain have maintain 100% detection rate in attempt to murder, dacoity, riots, hurts, rape and molestation, which are considered serious cases. But district police need to focus on investigation of house-breaking thefts, thefts and robbery cases as the detection rate is quite low i.e. 42%, 44%, 71% respectively. Detection rate of the district in thefts cases was always between 40% to 50% since year 2011. Jain said the installation of CCTV cameras across the city had made its impact and cops got first hand information about criminals. “We have started with single CCTV camera and citizens have themselves taken initiative for affixing cameras,” he said. The police have made impressive property recoveries in theft cases, motor vehicle thefts and chain snatching cases. Chandrapur district police have also installed CCTVs in Rajura village and plans to installed in Bhadrawati village next week. It can be mentioned that Maharashtra Governor C H Vidyasagar Rao had also praised for work of Chandrapur district police during his last visit. 

Wardha District: Decrease in total crime and body offences

Wardha district police have achieved detection rate of 76% matching the figure of 2013. The district have recorded 9467 crime cases in 2014 which is 10% lower than 2013. More important fact is that district has reported decrease in body offences. With drop of 10 , the district have reported 35 murder cases in 2014. The district police have maintained 100% detection rate in attempt to murder, riots, hurts, rape and molestation. However detection rate in house-breaking thefts and thefts would be matter of concern for the police as the detection rate is below 35% since 2012. Wardha SP Anil Paraskar said, as Wardha is dry district, the police have decided to focus on conviction rate in Prohibition cases. Earlier, the police have done thousands of cases but detection rate in such cases was abysmally low. Now we have adopted scientific evidence gathering process to get conviction in such cases, he revealed. 

Nagpur District: Total crime and rape cases decreases

With 3% decrease in detection rate, Nagger Rural Police also recorded decrease in total cognisable cases in 2014. In 2013, 9,492 cases were registered in district and in 2014 there is drop of 6% with 8,975 cases. The district have recorded increase in serious crimes i.e. murder, attempt to murder and hurts. Increase of 34.5% in murder cases in 2014 would be reason of concern for Nagpur Rural police. The district have recorded 69 murders in 2014, 50 murders in 2013, 55 in 2012 and 65 in 2011. Superintendent of Police Dr Aarti Singh said, guidelines have issued to all sub-ordinate to focus on detection rate. Barring theft cases, the detection rate has increased in all other IPC crimes. The district police will focus on this as matter of concern, she said. We have taken safety of women/girls as our prime agenda and succeeded in stemming cases of rapes, she said. 

Bhandara District: Body offences and Rape cases decreases

Total crime cases decreased in Bhandara district by 290 and recorded 4100 cases in 2014 with 73% detection rate which is 3% less than 2013. IPC crime viz murder, robbery, riots, hurts, rape decreased in the district. 20 murder cases were reported in the district with 90% detection rate in 2014 which is 8% lower than figure of 2013. Drop of 25% in detection rate of house breaking thefts, 4% decrease in attempt to murder, 34% decrease in robbery cases, 8% decrease in riots cases and 3% decrease in other IPC crime would be area of concern for the Bhandara district police. 
Superintendent of Police Kailash Kanse said, the police have arrested many robbers in a year and hence robbery cases decreased in the district. The district police have also stepped-up patrolling and bandobast at each corner of district which resulted in decrease in crime against women, he said. Cops have information about some inter-district criminals and inter-state gangs are responsible for HBTs so the police will focus to nab those gangs in future, the SP said.

At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State.
