Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. Other notable contenders include Thane CP Jaijeet Singh, DG ATS Sadanand Date, DG Police Housing Sandeep Bishnoi, DG Railway Pradnya Sarvade, Additional Director of NIA Atulchandra Kulkarni, and DG State Security Corporation Bipin Kumar Singh, he said. Detection rate slumps while serious crime increased in city

Already under fire for steady decline in conviction rate last year, detection rate too has lagged in Nagpur Police Commissionerate. The record compiled by cops indicates a jump of 5% in crime rate while the corresponding detection rate increased by just 1%. In 2014, 8817 cases were registered as against 8366 in year 2013. Glancing through the record sheet it appears that there is a spurt in serious crimes viz. murder, dacoity, chain snatching, cheating. For top brass of police machinery in second capital of State, time has come to pull-up its socks and the force need to tightening the grip on criminals.

The city witnessed 103 murders in year 2013 and in 2014 too the figure is same and in last year 11 cases remained undetected. About 92 attempt to murder cases were registered in city which shows a jump of 10% as compared to figure of year 2013. 
In 2013, 15 dacoities were reported and 14 of them were successfully detected by city police. However, the cops have solved only 12 dacoity cases out of 16 registered in year 2014. Though detection rate in robbery shows marked improvement, 61%, but that of and house breaking theft (HBT) is pegged at 24%. Thieves at striking at will in city and everywhere booty looted is in range of couple of lakhs. And as most of time case gets reported to police station quite late the cops have very little to investigate. Also in most theft cases the accused tend to dispose of booty quite fast which makes recovery quite complicate process.
Further another reason for falling detection could be vacancies in city police force. Also off late the bandobast duty for visiting VIPs is consuming lot of working time of officers as well as field staff. Therefore this double burden is taking its toll of men and machinery which gets reflected in detection rate.

Around 3000 thefts in a year

Property theft graph is soaring high and has touched the mark of 3,000. City had reported 2,760 total thefts in 2013 and the figure zoomed to 2,962 in 2014. The cops have detected only 712 thefts with detection rate of 24% which was 23% in 2013. 
Maximum share of total thefts are of motor vehicle, 1604 of them were stolen in 2014 which is a jump of 12% (1430 motor vehicle were reported stolen in year 2013). The investigations too need to be spruced-up by city.

Crime against women soaring

A jump of 29% is seen in the crime against women. About 113 rape cases were reported across the city in year 2014 as compared to 90 in year 2013. Detection rate in rape cases has fallen down by 3% in year 2014 and it was 100% in year 2013. The molestation cases graph is also on rise as city police registered 70 more cases than the previous year. Total 279 molestation cases under section 354 of IPC were registered in the city. However the figure was 209 in year 2013.

DCP Sunil Kolhe gets IPS cadre

DCP (crime) Sunil Kolhe By Dheeraj Fartode About 28 State Police Service (SPS) officers were granted  Indian Police Service (IPS) cadre on Monday. At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State. The Department of Personnel and Training (DoPT), Government of India, approved the promotion and Ministry of Home Affairs (MHA), issued the notification of 28 state police officers into IPS cadre.  Maharashtra Government had earlier empanelled the 28 officers for promotion of SPS officers into IPS and criteria was they should have served for atleast eight years as Superintendent of Police (SP) or Deputy Commissioner of Police (DCP). The list includes names of officers belonging to Deputy Superintendent of Police (Dy.SP) batches between 1988 and 1995, who were promoted to the IPS cadre. The officers are S V Jadhav, B G
