The officer is accused of abusive and degrading behaviour, particularly targeting accused in Protection of Children from Sexual Offences (POCSO) Act. Sources claim that the senior officer arrives at the police station and calls the accused into a separate room, where the officer not only hurls abuse at the accused but also spits at their face. Later, the officer allegedly kicks the accused in the private parts. In some incidents, when a couple approached a police station in Nagpur to file a complaint following a domestic dispute, the police sent a proposal for preventive action to the officer. As the fight against coronavirus continue in the State, the Nagpur Police on Wednesday extended enforcement of Section 144 of Code of Criminal Procedure (CrPC) till April 14. Joint Commissioner of Police Ravindra Kadam has issued an order prohibiting the assembly of four or more people in the city. According to the law, every member of such 'unlawful assembly' can be booked for engaging in rioting.
A press release of City Police informed that as a precautionary measure to prevent further spread of the COVID-19 virus, an order prohibiting assembly of four or more people has been issued. As per the order, social, political, cultural, religious gathering can not be conducted in the city. All police stations were also ordered to do not give permission for any such programme using powers under Section 144 of Code of Criminal Procedure Act (CrPC). The order shall remain in force from 00.01 hrs of April 1, 2020 to 24.00 hrs of April 14, 2020, the press released stated.
Every persons who is required to observe to observe home quarantine shall strictly observe the same failing which he/she will be liable for penal action and shifted to government quarantine.
Residents shall stay at home and come out only for permitted activities while strictly observing social distancing norms and abiding the conditions, the notification stated and added that any congregation of more than five persons in public places is prohibited.
All shops including commercial establishments, offices and factories, workshops, godowns etc shall close their operations. However, production and manufacturing units which require continuous process and pharmaceuticals, will be permitted. Manufacturing units engaged in production of essential commodities like dal and rice mills, food and related units, dairy units, feed and fodder units etc, will also be permitted to operate.
Government offices, shops and establishments permitted to operating during this period with barest minimum staff and shall take steps to ensue social distancing.
The notification also asked enforcement agencies that fundamentally strict restrictions relate to movement of people but not to goods and commodities as a matter of principle.
It also ordered that all religious places of any denomination shall be closed by issuing suitable prohibitory orders. All elective surgeries shall be re-scheduled in all private and government hospitals to enhance the availability of health care facilities to COVID-19 patients.
Any persons, institution, organisation violating any provision of these regulation shall be dealt under the provisions of The Epidemics Diseases Act 1897, The Disaster Management Act 2005 and other relevant acts and regulations there under.
No suit or legal proceedings shall be liable against any persons for anything done or intended to be done in good faith under these regulations.
Newspapers to be distributed
District Collector Ravindra Thakre issued an order and stated that distribution of newspapers should be carried out across the city and district without any hindrance. “Vehicles and persons transporting newspapers should be allowed for free movement,” he ordered.
Don’t force for cable bills
In another order, District Collector Ravindra Thakre, appealed cable operators to do not force the consumers for paying the bills. “As the lockdown has affected the economy, I ordered the cable operators to do not force the consumers for payment of monthly bills,” he stated in the order.
Following shops/establishments will be excluded from restrictions
n Banks/ATMs, insurance, FinTech services and related activities
n Print and Electronic media
n IT and ITeS, including telecom, postal, internet and data services
n Supply chain and transport of essential commodities
n Export and import of agricultural goods and products, and all commodities
n E-commerce (deliver) of essential goods including food, pharmaceutical and medical equipment
n Sale of food items, groceries, milk bread fruits, vegetables, eggs, meat, fish and their transportation and warehousing activities
n Bakery and veterinary establishments for the pets
n Take-away/home delivery at restaurants
n Hospitals, pharmacies and optical stores, pharmaceuticals manufacturing and their dealers and their transportation
n Petrol pumps, LPG gas, oil agencies, their godwons and their related transport operations
n All security and facility management services including those provided by private agencies to institutions providing essential services
n Private establishments that support the provisioning of essential services or the efforts for containment of COVID-19
n The supply chain relative to above
