The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. While the crime graph in city is on decline, detection rate of Nagpur Police is on the upswing. Achieving 64 per cent detection rate, Nagpur Police solved 6,215 cases of 9,720 registered under Indian Penal Code (IPC) during the year 2016. Statistics compiled by city police indicates to decrease of 3.11 per cent in overall crime while detection rate records a jump of 4 per cent. This indicates a slight improvement in investigation and deterrence of police force. Glancing through the record sheet, it appears that serious crimes, viz. murder, attempt to murder, dacoity and cheating cases, have increased in the city while chain snatching, robberies, burglaries and rape cases are on the decline. Although the statistics might be a pointer to better work but still there is still scope for improvement and keep tightening their grip for cops.
During the year 2015, cops had registered 10,033 crime cases and detected 6,025 cases, with 60 per cent detection rate. The worst scenario was in year 2014 when the cops had solved only 5,284 cases with 57 per cent detection rate out of total 9,273 registered cases.

Extensive preventive actions
Nagpur Police have extensively used preventive action against active criminals and a whopping 9,230 cases were registered with a jump of 8 per cent as compared to 8,527 preventive action in year 2015. The cops have booked 23 gangs under stringent MCOCA Act while 36 criminals were booked under MPDA. Despite this massive preventive action, the cops could not control body offences such as murder, attempt to murder, dacoity and ‘hurt’ cases which registered upward trend in year 2016. Despite stern preventive action in year 2016, the city recorded 95 murders still four cases could not be detected. Eighty-eight murders were reported in year 2015 and 111 persons were killed in year 2014 in the city. In the last three years, whopping 20 murders remain unsolved due failure of investigators. About 92 attempt to murder cases were registered in the city as against 89 in year 2015 and 98 in year 2014. Investigation of these cases is simple as the survivors revealed the names of accused persons.
When five or more persons commits robbery together, it is termed as dacoity and Nagpur is observing a steady increase in cases of dacoities during last five years. In year 2016, 28 cases of dacoities were recorded, a jump of 17.85 per cent were against previous year. In the years 2014 and 2015, the city recorded 17 and 21 cases of dacoities respectively.
Street crime reduces
Since the last five years, thrust of top brass of State police was on reducing chain snatchings and other street crime. Now, efforts are bearing fruits as chain snatching and robberies have decreased by 38.61 per cent and 18.88 per cent in 2016. Out of total 124 cases reported in year 2016, the cops have detected 49 cases. In case of robberies, 130 cases were solved out of 219 with 40.63 per cent detection rate.
Poor show in theft cases
However, city police recorded a poor show in investigation of theft cases and achieved just 27.87 per cent detection rate in 2016. This is one of the grey area for Nagpur Police as no serious efforts have been taken by the top brass in investigation of theft cases and about 75 per cent theft cases remain unsolved every year. Out of total 9,720 crime cases, 3,045 (31.32 per cent) crimes were related to thefts including motor vehicle thefts. Detection rate in house breaking theft (HBT) is pegged at 27.87 per cent in year 2016. Though the number of theft cases decreased by 2.02 per cent, the top brass needs to refocus on improving techniques for investigation of theft cases.
Crime against women decreases
A slump of 2.25 per cent is seen in crime against women. About 173 rape cases were reported across the city in year 2016 as compared to 178 in year 2015. The molestation cases are slightly on the rise as city police registered 412 cases in year 2016 as against 407 in year 2015.
Overall the Nagpur police has managed to increase detection rate and slightly curb the street crime. But soaring graph of theft cases and poor detection rate on that count is a matter of concern for the top brass.
