Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. Bicycle thefts : Cops detects only 189 bicycles out of stolen 1138

About 1138 bicycles were stolen/missing from the city during the last six years. However cops have traced merely 189 bicycles with overall 16.60 per cent detection. It means that accused in 949 bicycle theft cases are roaming free in city without any fear of the long arms of law.

A RTI query filed reveals that some of the police stations areas are notorious for bi-cycle thefts. It has also reveals “approach” of police teams in detection or tracing these missing bi-cycles. 

In year 2010, 27 bi-cycle thefts were reported in the city and cops successfully detected 20 with detection rate of 74.04 per cent. However, when it comes to bi-cycle missing cases, the same police gone looks “helpless” in the investigations. Total 125 bi-cycle missing cases were reported in Nagpur and cops have detected mere five bi-cycles with detection rate of only four per cent. 

This is not the statistics for a particular year only. The same pattern of registration of theft, missing, detection was repeated in the city over successive years. In all six years, total 174 bicycles were stolen from city and cops have detected 89 by recording detection rate of 51.14 per cent. In missing cases, detection rate of Nagpur police is merely 10.99 per cent as cops have recovered only 106 bicycles out of missing 964 bi-cycles. 

Missing cases are 81.95 per cent higher than the bi-cycle thefts. In contrast, detection rate in missing cases is less then 40.15 per cent. This proves “different” investigation approach of police department. They are least bothered about investigation in missing cases. 

Bi-cycle missing cases are reported in “few” police stations. However at many police stations not a single missing case was recorded over the years. In year 2010, Rana Pratap Nagar police have registered 69 missing cases, followed by 17 in Lakadganj, 12 in Ajni, 11 in Kotwali, five in Tehsil, four each in Sitabuldi and Imambada and three in Nandanvan Police Station. Not a single bi-cycle however went missing in Ambazari, Sonegaon, Pachpaoli, Ganeshpeth, Yashodhara Nagar, Dhantoli and Hudkeshwar where bi-cycle thefts took place and FIR were lodged. In fact, a pattern is that if the complainant has cash bill about purchase of bi-cycle the police promptly registers the case of theft. But in maximum cases, people do not keep copy of the bi-cycle purchase and hence when one visits the police station the cops merely records the theft as missing.

In year 2012, 29 bicycles went missing in Kotwali, 16 in Ajni, 12 in Sitabuldi, 11 in Lakadganj, seven in Rana Pratap Nagar, six in Tehsil, five in Sonegaon, three in Nandanvan and one in Imambada area. 14 police stations have not reported a single bicycle missing cases. These police stations are -- Ambazari, MIDC, Wadi, Sadar, Gittikhadan, Pachpaoli, Jaripatka, Koradi, Ganeshpeth, Kalamna, Yashodhara Nagar, Dhantoli, Sakkardara and Hudkeshwar police stations. Out of these fourteen police stations, bicycle thefts were reported in eighth police stations.

Statistics of year 2015 revealed that maximum 64 bi-cycle missing cases reported in Sakkardara area followed by 27 in Dhantoli, 26 in Kotwali, 25 in Hudkeshwar, 19 in Sitabuldi, 11 in Tehsil, nine each in Sadar and Mankapur, six each in Imambada and Lakadganj, five in Nandanvan, four in Ajni, two each in Pratap Nagar and Yashodhara Nagar, and one each in Sonegaon, Ganeshpeth and Kalamna.
