The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. The winter session of Maharashtra Legislature held in city this year witnessed highest number of morchas. About 123 different organisations marched to Vidhan Bhavan to press for their various demands. After Gowari stampede in 1994, casualties during the morcha were witnessed this year only. A farmer and a youngster lost their lives during the course of morchas. Beside an underlying feature this year was that organisation taking out morchas were more vocal and desperate and put pressure on the policemen deployed on bandobast leading to use of force. The police were required to use force twice during this year winter session, leading to injuries.
The morchas of Maharashtra Rajya Sanganak Parichalak Sanghatana and Matang community tried to break through the barricades leading to scuffle with policemen on duty. Many youngsters were seriously injured in the cane-charge-charge and were admitted to hospital.
In shocking incident a participant in the morcha of Aam Aadmi Party (AAP) consumed poison and later died at hospital on December 17. The incident sent shock waves in the State as this is for first time a farmer committed suicide near Vidhan Bhavan. “Thousands of farmers have committed suicide in their villages but this was first such incident in viccinity of seat of power.,” said a social worker.
A participant of morcha of Maharashtra Rajya Sanganak Parichalak Sanghatana fell unconscious during the morcha. He was admitted at hospital and died after two-days of treatment. Nearly 10,000 computer operators from across the State stayed put at morcha point for a week and did not budget till Government gave in and agreed to their demands. This was also a rare case when those participating in morcha battling nature refused to disperse and forced Government to accept their main demand of hike in salary.
Another attempt to commit suicide was reported on December 14, when a farmer from Amravati district, tried to hang himself from a tree near Hislop College. He was rescued by the cops in nick of time and avoiding another controversy.
Repeating annual’ practice, the city police had allocated five morcha points -- Tekdi Road, Morris College T-point, Empire Point-- LIC Square and Liberty Talkies Square. Varun (Water canon), personnel of State Reserve Police Force (SRPF) along with state police were deployed at the morcha points for bandobast. Apart from morchas, 93 agitation, 36 chain hunger strike were also held during the course of three week session. As per the statistics, least number of morchas were taken out in years 2006 and 2007 i.e. 53.
