The officer is accused of abusive and degrading behaviour, particularly targeting accused in Protection of Children from Sexual Offences (POCSO) Act. Sources claim that the senior officer arrives at the police station and calls the accused into a separate room, where the officer not only hurls abuse at the accused but also spits at their face. Later, the officer allegedly kicks the accused in the private parts. In some incidents, when a couple approached a police station in Nagpur to file a complaint following a domestic dispute, the police sent a proposal for preventive action to the officer. However, instead of handling the matter professionally, the officer allegedly made the man sit down, then kicked him in the private parts and leave him in pain and humiliation. While Nagpur expanding in haphazard manner giving a tough time for police machinery to exercise control, a more worrying factor for citizens must be the fall in rate of detection. The non regulated residential growth is making it more difficult for cops to keep tab on illegal activities in its jurisdiction. But this is just an excuse because even city police machinery is not making use of latest techniques to tackle the street crime.
Detection rate is directly correlated to efficient policing. During last year there was a dip of about 2 % in detection rate which should ring alarm bells in the police department. During year 2013 city police recorded detection rate of 55 % which however was lower as compared to year 2012, that time it was 57 % and worst if compared with year 2011, it was 60 % that time.
The police however have proved their mettle in cracking serious crime cases wherein it's efficiency is reflected in numbers. Like, in cases of murder, attempt to murder, dacoity, preparation of dacoity, extortion, cheating, riots, hurts, kidnapping, rape, molestation, culpable homicide not amounting to murder, cruelty by in-laws and other IPC crimes the rate of detection hover between 70% and 100%. This statistics do offer some solace as this indicates police do know where to focus their energy.
The police have recorded 95% detection rate in murder, 100% in attempt to murder which was 99% and 96 % respectively in year 2012; 99 % and 100 % in year 2011. This means, detection rate in above cases has fallen by 4 % in murder cases.
Detection rate in chain snatching cases increased in 2013 and reached to 42 %, which is big jump as in previous years it was 25% in 2012 and 34% in 2011. However city police needs to focus on property crimes as the detection rate is very low.
Commissioner of Police K K Pathak said that every FIR is registered in the city. “I have directed police station to register every case and give justice to common man.” The fall in detection rate is a cause of concern and city police will try to improve it in future, he said.
Rising thefts case in city
As per the data, police have registered tremendous rise in thefts cases especially House breaking thefts (HBT). In 2013, total 2760 theft cases were reported in city which was 2339 in year 2012 and 2286 in year 2011. The HBTs were 672 in year 2011, which increased upto 841 in year 2012 and further to 1110 in year 2013. As against this jump in registration, the detection rate however has seen a reverse trend. Detection rate decline in theft cases to 28% in 2011. It fell by 2 % in year 2012 and again down by 4 % in 2013 and reached to 23 %. The city police force detected as many 642 theft cases against 2760 cases registered during the year.
