Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. Other notable contenders include Thane CP Jaijeet Singh, DG ATS Sadanand Date, DG Police Housing Sandeep Bishnoi, DG Railway Pradnya Sarvade, Additional Director of NIA Atulchandra Kulkarni, and DG State Security Corporation Bipin Kumar Singh, he said. DGP Sanjeev Dayal: loses opportunity to become DG of ITBP

IN a rude shock to top IPS officers of Maharashtra cadre, the State Government has delayed clearance to present Director General of Police (DGP) Sanjeev Dayal to join as head of prestigious Indo-Tibetan Border Police (ITBP). The inaction proved costly for Dayal and Union Home Ministry has appointed Subhash Goswami (1977 batch IPS officer of Assam-Meghalaya cadre) as Chief of ITBP. 
Dayal was keen to take up this prestigious posting and his new posting was publicly announced by Union Home Minister Sushilkumar Shinde. Sources in Home ministry informed ‘The Hitavada’ that Prime Minister Dr Manmohan Singh has cleared appointment of Subhash Goswami, a 1977 batch IPS officer of Assam-Meghalaya cadre. Goswami is presently Director of National Police Academy (NPA) of Hyderabad. 

Dayal’s shifting from State’s top cop to ITBP would have hastened postings and promotions of other senior IPS officers who were anxiously awaiting his posting as ITBP chief. Most of the top positions including all DG level postings in Mumbai, Thane would have undergone change, but now there would be no shiftings, since Dayal would stay where he is. 

As per the seniority list of state IPS officers, Dayal is followed by DG Anti-corruption Pravin Dixit, an IPS officer of the 1977 batch, DG Housing, Arup Patnaik (1979 batch) and Mumbai police commissioner Satya Pal Singh (1980 batch). According to sources, Dixit is all set to be posted as Director of National Police Academy, Hyderabad. Many in police circle believe that political bosses were not very keen to appoint Dixit as top cop of state. 

Satyapal Singh’s promotion as DGP is due for past three months. Tussle between Congress and Nationalist Congress Party over postings and promotions of IPS officers is very well known in political circle and top leaders of both parties do not want to add fire in the tussle over appointment of new DGP and promotions. 

Sources informed that Chief minister Prithviraj Chavan was not keen to relive DGP Dayal, the officer with an unblemished track record. Chavan had refused to undertake transfer of SP ad DIG level IPS officers citing Transfer Act and Supreme Court judgements. The Home department had proposed transfer of 65 officers while Chavan had cleared only 11 transfers as per rule. In the process, no mass transfers were cleared and with Lok Sabha elections round the corner and Assembly polls slated next year, this is last opportunity for DF Government to undertake reshuffling of top cops

DCP Sunil Kolhe gets IPS cadre

DCP (crime) Sunil Kolhe By Dheeraj Fartode About 28 State Police Service (SPS) officers were granted  Indian Police Service (IPS) cadre on Monday. At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State. The Department of Personnel and Training (DoPT), Government of India, approved the promotion and Ministry of Home Affairs (MHA), issued the notification of 28 state police officers into IPS cadre.  Maharashtra Government had earlier empanelled the 28 officers for promotion of SPS officers into IPS and criteria was they should have served for atleast eight years as Superintendent of Police (SP) or Deputy Commissioner of Police (DCP). The list includes names of officers belonging to Deputy Superintendent of Police (Dy.SP) batches between 1988 and 1995, who were promoted to the IPS cadre. The officers are S V Jadhav, B G
