Sitting amid the blackened remains of his home, 32-year-old Nikesh Gawali carefully broke open a half-melted plastic box with a screwdriver. His hands shook slightly, not out of fear, but out of hope. “I’m trying to find my daughter Aarti’s gold earrings,” he said quietly, still focused on the box. “She’s just five. I got them made recently after months of labour work.” The plastic box, warped and blackened by heat, was one of the few things left from his two-room house on the outskirts of Dhamangaon village . All around him lay ash, broken tin sheets and charred wooden beams. The walls had cracked under the heat and the front room’s tin roof had caved in completely. What remained was a blackened debris all around - almost nothing to suggest a home once stood there. Nikesh earns his living as an agricultural labourer, like many in the village. Detection rate was merely 27% in the year 2011, which further came down to 14% in Low Detection rate raises questions about safety of passengers’ belongings in trains

Apathy of State Government and Indian Railways, a large number of vacancies coupled with absence of infrastructure, are slowly taking toll on effectiveness of Government Railway Police (GRP). On one hand, crime graph is soaring high and on the other, detection rate has seen steady decline in the past two years.As per the data from GRP, a total of 1,060 thefts cases were registered in 2011 of which 287 were detected, giving a rate of 27 per cent. The next year, 2012, while there was marginal increase in theft cases (1,075), detection rate went down and only 157 cases were cracked. Thus, detection rate was only 14 per cent during the year.
In running trains, bag-lifting is a major menace for which GRP is caught gaping. About 592 cases were reported in 2011; 670 in 2012; and 173 in first three months of 2013. The detection rate in bag-lifting cases was 10 per cent in 2011 and it went down by four per cent in 2012. In first three months of 2013, 173 passengers’ bags were stolen during the journey and GRP could detect only nine cases so far.
Sources said that absence of full time Superintendent of Police (SP) is now pinching the force. There are so many vacancies and proposals for filling them up need to be pushed aggressively before higher-ups.
Nagpur GRP has jurisdiction over 3,716 rail kms stretching from Gondia to Igatpuri. Mumbai, Pune, and Nagpur are three GRP Divisions in the State. However, only Nagpur GRP unit has no full time Superintendent of Police since last three years.
Ravinder Kumar Singal was the last full time SP rank officer who was posted in June 2009. In past three years, GRP has witnessed six officers in-charge and currently Additional SP (Nagpur Rural) holds additional charge as SP, GRP, Nagpur.
Sources said that several police officers are willing to serve in GRP and they had also requested Home Department for the posting. But, for strange reasons, political bosses have not given green signal for their appointment so far.
Special Inspector General of Police (Establishment) Dr Bhushan Kumar Upadhayay told ‘The Hitavada’ that more than 50 SP level posts were vacant in Maharashtra Police. Soon, 32 officers are likely to be promoted as SP and then the vacancy of SP, GRP, Nagpur, will be filled-up.
No detection in major crimes
Local Crime Branch (LCB) of GRP has not detected any major gang in past one year. LCB arrested some mobile phone thieves and provided call data record (CDR) information to other police stations. Many major offenses were registered under the jurisdiction of GRP, Nagpur, including two thefts of gold worth more than Rs 80 lakh from Mumbai-Nagpur Duranto Express.58 of 84 key-posts lying vacant!
Apart from full time SP, vacancies exist in various other ranks of officials in GRP. A total of 84 posts are sanctioned in GRP Nagpur unit, but 58 are lying vacant. This has affected the performance of GRP Nagpur unit severely.These include one of Additional SP, five of Deputy Superintendent of Police (DySP), 32 Assistant Police Inspector (API), and 46 Sub-Inspector. However, of these total 84 sanctioned posts, as many as 58 are lying vacant.
Since Shridhar Nikam’s transfer last year, the post of Additional Superintendent of Police is lying vacant. Of five sanctioned posts of DySP, three are vacant. Of 32 posts of API, as many as 30 are lying vacant. Similarly, in case of Sub-Inspectors also, only 22 of the sanctioned strength of 46 are available.
