The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. After induction of 28 State Police Service (SPS) officers into Indian Police Service (IPS) cadre, Maharashtra Police is set for promotion of Deputy Superintendent of Police (DySP)/Assistant Commissioner of Police (ACP) to Superintendent of Police (SP) and Police Inspectors to DySP/ACP level. Establishment Branch of State Police have shortlisted 40 DySP/ACP for promotion as SP and 150 PIs as DySP/ACP, it is reliably learnt.
Special Inspector General of Police (Establishment) Dr Bhushan Kumar Upadhyay confirmed the news and said that proposal is with Home Department and their approval is expected by last week of May. Maharashtra has sanctioned strength of 300 posts of Superintendent of Police rank in Maharashtra Cadre and presently 50 posts are vacant. For DySP/ACP there are 500 posts of which 200 are vacant. Sources said, many posts of DySPs are vacant in mostly rural parts of the State. Once the promotions are cleared, these posts would be filled on priority. Once the meeting is held at Mantralaya, the promotion-cum-posting letters will be dispersed, police sources said.
This exercise is part of policy to ensure timely promotion to state service police officials, who are denied promotion for a very long period and forced to serve on same rank. While the Government and top brass is always very keen to ensure time-bound promotion of IPS officers, their state counterpart are often forced to curse their luck, as very seldom, their files are cleared in one go. Many top cops including Arvind Inamdar, J F Ribero had advocated fast-track promotion to police officials similar to one given to civil services officers. Home Minister R R Patil very keenly supervised the process and ensured that state cadre officers get their legitimate due in police establishment. On Monday, Maharashtra Government empanelled 28 officers into IPS. Following this the chain effect is set to follow soon.
