Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. Other notable contenders include Thane CP Jaijeet Singh, DG ATS Sadanand Date, DG Police Housing Sandeep Bishnoi, DG Railway Pradnya Sarvade, Additional Director of NIA Atulchandra Kulkarni, and DG State Security Corporation Bipin Kumar Singh, he said. City police's Zone - I records surge in body offences, robberies and vehicle thefts

The Zone is showing decreasing trend of crime by 7.07% and 12.66% increase in detection rate, which is more than Nagpur Police Commissionerate. However, the Zonal officials need to

curb the surge in body offences, robberies and vehicle thefts  and also ensure that preventive action are taken in uniform manner across the jurisdiction. 


Crime statistics of  the Zone shows that the Zone has recorded 1,575 crime cases in year 2016 as against 1,695 cases in year 2015 and 2014. The Zone has detected 1,044 cases with detection rate of 66.28% in year 2016 while detection rate of the Zone was 53.62% in year 2015 and 54.04% in year 2014. The Zone initiated 1,509 preventive actions against active criminals, including seven stringent MCOCA Act and three MPDA cases. 
In year 2016, the Zone accounted for 16.20 per cent crime of Nagpur City. Deputy Commissioner of Police (DCP) Dipali Masirkar is the in-charge of the Zone-I. 
If compared with the statistics of preventive action with reported crime, it can be observed that the Zonal DCP has been slow in ensuring preventive action across all police stations to curb the body offences and surging thefts. Despite registering highest crime of 473, the Pratap Nagar police initiated only 253 preventive action which is less than Hingna PS which took 387 preventive action whereas number of cases were just 213. MIDC PS of the same Zone have booked 302 criminals under preventive action and it ultimately had effect in occurrence of crime which recorded slump of 13.91%. All these police stations are part of Zone-I, but strategic crackdown against criminals is not uniform and that could because gaps in supervision of DCP Deepali Masirkar.

The graph of murder cases has not changed in year 2016 as the Zone recorded 20 cases in year 2016 and 2015. But more important is investigation. Two murders of year 2015 and a murder of 2016 are still undetected. One that is of a priest -- Jagan Kodape (75) -- in Jai Maa Kali Mandir in Defence area was murdered by assailants in May 2016. This again exposed lacunae in investigation and reminds needs for upgrading skills of investigators in department. In year 2015 also, the Zone had recorded 20 murders and two of them are still undetected.
Attempt to murder cases declined by two while dacoity by a single digit and chain snatchings by 15. While important heads like vehicle thefts, robberies, cheating, hurt, molestation have seen surging graph in year 2016. Most important is hurt cases increased by 17 per cent in year 2016. This statistics of increase in body offences (non bankable) is the real indicator of failure of policing at Zonal DCP levels.
Wadi police station has recorded maximum seven murders followed by five in Sonegaon, three in Pratap Nagar, two each in Hingna and MIDC and one at Bajaj Nagar area. 
Out of total 30 chain snatching cases 14 each were took place in posh localities of Sonegaon and Pratap Nagar police station area and two in MIDC area. 
As far as theft cases are concerned, Rana Pratap Nagar is the worst affected area of the Zone where massive 170 thefts including 74 motor vehicle thefts were reported. The MIDC PS reported 96 thefts followed by 73 in Sonegaon and 51 in Wadi and 44 in Hingna.

DCP (crime) Sunil Kolhe By Dheeraj Fartode About 28 State Police Service (SPS) officers were granted  Indian Police Service (IPS) cadre on Monday. At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State. The Department of Personnel and Training (DoPT), Government of India, approved the promotion and Ministry of Home Affairs (MHA), issued the notification of 28 state police officers into IPS cadre.  Maharashtra Government had earlier empanelled the 28 officers for promotion of SPS officers into IPS and criteria was they should have served for atleast eight years as Superintendent of Police (SP) or Deputy Commissioner of Police (DCP).
