Dabo club Nagpur Efforts to reopen the controversial Dabo Club, which was shut down for 45 days following the murder of two young men, have triggered strong anger and fear among the families of the victims. The incident took place in the early hours of December 26 last year during a Christmas party at Dabo Club. Pranav Ranavare (27) was allegedly killed after a minor dispute. His friend, Gaurav Karda (34), was badly injured in the same incident and later died during treatment. The Sonegaon police arrested six accused - Soumya Deshmukh, Mehul alias Monu Rahate, Rajiv Chawla, Abhay Jhamtani, Gappu Sharma and Tushar Nankani. All the accused are currently lodged in jail. The data regarding number of unregistered child care institutes is not maintained centrally.
The child care institutions are required to be compulsorily registered under the Juvenile Justice (Care and Protection of Children) Act, 2000 and are provided financial assistance under the Integrated Child Protection Scheme (ICPS). The responsibility for implementation of the Act and ICPS is that of the State Government/UT administration. However, at national level, the National Commission for Protection of Child Rights (NCPCR) has enquired into some complaints received by the Commission with regard to instances of child abuse and lack of residential care facilities in child care institutions. The State-wise details of such complaints received by NCPCR are being collected and will be laid on the Table of House.
The Act and Central Model Rules framed thereunder, provide for monitoring, inspection, standards of care and measures that may be taken by the State Government/UT administration to address any reported instance of child abuse or lack of residential care facilities. The Ministry of Women and Child Development has been urging the State Government/UT Administration from time to time to identify and register all child care institutions, so as to ensure that standards of care can be monitored. In response to complaints received at national level, NCPCR makes recommendations to the State Government/UT administration for taking appropriate action. This was stated by Karishna Tirath, Minister for Women and Child Development, in a written reply to the Rajya Sabha today.
