Major reshuffle expected in Maharashtra Police leadership

The State Home Department in Maharashtra is gearing up for a significant overhaul of its top police leadership, including the position of Director General of Police (DGP) and Police Commissioners of Nagpur and Thane. The impending retirement of the current DGP, Rajnish Seth, on December 31 has prompted the department to commence the process of selecting his successor.A top rank official said that several prominent names have emerged as contenders for the esteemed position of State DGP. The frontrunner is Senior IPS Officer Rashmi Shukla, who currently serves as the Director General (DG) of Sashastra Seema Bal (SSB). Mumbai Police Commissioner Vivek Phansalkar is also a strong candidate for the role. City Police and Uttar Pradesh cops nabbed Ghous wanted for dacoity, loot and many violent crimes across Maharashtra and MP and his arrest is considered as a major success by cops

Notorious shooter and arms dealer Raja Ghous alias Ghous Ali was nabbed by joint team of Nagpur and Uttar Pradesh police before he could cross Indo-Nepal border from Gola Gokaran Nath town of Lakhimpur Kheri district on Monday night, a senior police officer of city police confirmed. Uttar Pradesh Police team fully extended logistical support to Nagpur Police and deployed their own armed personnel to nab Ghous.
Now, crime branch sleuths are searching for Satyendra Gupta, another hard-core criminal and a close accomplice of Ghous, involved in several dacoity and violent crimes. Gupta, considered more dangerous than Ghous, is also hiding somewhere in Uttar Pradesh and is wanted in Maharashtra and Madhya Pradesh police.
According to sources, many relatives of Ghous are living in Bardi town area. But skipping relatives, Ghous stayed with one notorious arms dealer, who apparently sheltered him for quite some time. Sources also disclosed that Ghous used to purchase sophisticated weapons from the same goon and sold them in Nagpur for huge premiums to criminals here for past three years. Ghous had planned to cross Indo-Nepal border to avoid his arrest and elude agencies. But, his over-confidence proved costly and cops caught hold of him before he could execute his plans to flee from India.
Team of crime branch of Nagpur police led by Police Inspector (PI) Avinash Shirimkar and API Vinod Choudhary along with team of Uttar Pradesh police raided the house on Monday night and found their prime-catch-Ghous. The special team was ready to face armed resistance from Ghous and his associates. He had fired at cops at Nagpur twice and had displayed his contempt towards the police force. The joint team of UP and Nagpur police dared Ghous to surrender and to their surprise, Ghous who was totally taken by surprise could not get hold of his arms and looking at the preparedness of the force chose to meekly surrender. He was immediately taken into custody. Ghous is being brought to city by road and is expected to be produced before the court on Wednesday.
Commissioner of Police K K Pathak and Joint Commissioner of Police Sanjay Saxena confirmed the arrest of Ghous and said that it is success of efforts and team work of Nagpur police with assistance of Uttar Pradesh cops. Joint Commissioner of Police Saxena further said that plans of Ghous to cross Indo-Nepal border would be revealed after proper interrogation. The arrest was supervised by Deputy Commissioner of Police (Crime) Sunil Kolhe and PI Madhav Giri.
Ghous went into hiding and escaped to Madhya Pradesh after firing and killing a youth-Roshan Samrite at Nagpur and abusing a girl on April 17. Later he had fired at police force near Jagnade square in which head constable Prakash Wankhede sustained bullet injuries.
Chhatrapati square was the last location of Ghous, which was obtained by City police using Mobile tracking and surveillance system. City police was clueless after mobile phone was switched off by Ghous. One of Ghous’s accomplices, Moin Ansari, was nabbed by police.

Ghous most wanted in other states too

Raja Gaus’s gang was involved in loot of a bolero jeep in Dhooma village in the year 2010. The gang materialized several loot and dacoity incidents and looted a bolero in Nagpur, Wardha, Yavatmal, Delhi and other states. The gang includes members from Delhi and Haryana, it was learnt.
Crime Branch, Nagpur had arrested some members of Ghous Ali gang, in year 2010, including Satyendra Gupta and others. The accused were imprisoned at Lakhnadaun Jail. They befriended prisoners Dayaram Ahirwar of Dhooma and Bisan Singh of Shikara. They obtained a knife from other members of Ghous gang inside the jail and succeeded in escaping from prison and was involved in several instances of dacoity and other violent crimes.
Raja Ghous was kingpin of the gang, who was involved in dacoity and dual murder of Agrawal couple in Dhooma village in Seoni district of Madhya Pradesh. Vijay Agrawal, owner of jewelry shop and his wife Gayatri Agrawal, residents of Dhooma area were brutally killed by the gang in the intervening night of January 25-26, 2013. The gang then fled away with cash and gold ornaments worth Rs 1.5 crore. The gang also has network of hardcore criminals in Nagpur, Jabalpur, Seoni, Delhi, Haryana and other states.
Inspector General of Police (Jabalpur Range), Sanjay Kumar Jha informed ‘The Hitavada’ that the gang of dacoits has a major network at different states in the country and involved in several major dacoity incidents throughout the country. He informed that the gang frequently conducted several incidents in different areas. After the incident in Dhooma, the gang conducted another dacoity in broad daylight in a jewelry shop in Nagpur.

At Nagpur, Deputy Commissioner of Police (DCP) (Crime) Sunil Kolhe is among these officers. With their promotion, Maharashtra Government will fill-up the existing vacancies of cadre posts across the State. The Department of Personnel and Training (DoPT), Government of India, approved the promotion and Ministry of Home Affairs (MHA), issued the notification of 28 state police officers into IPS cadre.  Maharashtra Government had earlier empanelled the 28 officers for promotion of SPS officers into IPS and criteria was they should have served for atleast eight years as Superintendent of Police (SP) or Deputy Commissioner of Police (DCP).
